For a precise definition, search in a dictionary. I am an employer and for me "low-skilled" is very different from "low-skilled". For me, any citizen who has not completed 10th grade is uneducated. Across the EU, grade 10 is a mandatory measure. 8th grade is also OK, at least the person has a PRIMARY education and can get a book and so on. 70% of Bulgarians have SECONDARY education, which means that a person is already EDUCATED. Qualification has nothing to do with education! Qualification is always related to a certain position, not to education. A certain educational qualification may be a prerequisite of some kind, but it does not automatically make you QUALIFIED. For example, a person can have a master's degree in psychology, which, however, does not make him qualified to work as a cleaner, let's say - cleaning is a difficult job, you want to learn. Otherwise, if you feel more qualified in a certain field than someone with higher education, why not prove it? Start working on a freelance basis and make a name for yourself. Otherwise, students are often not able to work practically in the first months when they start a job, but you forget the main thing that is taught at university - to learn new things. You are absolutely right. Low-educated and low-skilled are completely different concepts. At the age of 19 I worked in IT circles (without higher education). I have a friend who still has no higher education. When I ask him why he doesn't study, he answers "why should I go to be tested, since I know I can learn things". Education is only necessary for professions that require a formal diploma to allow the state to practice (doctors, lawyers). Many other professions can work without a university degree.
The qualification is exactly a diploma from education or a document that proves that you know / can do something. So low-skilled and low-educated intertwine. I take them for the same thing. For example, I can know 5 languages, but no one will qualify me as a philologist without a diploma from the Faculty of Philology. In order to prove when applying for a job that you are fit for the position, you show a diploma. Just like if you can drive but don't have a license, no one wants you for a circulation. The "Category" book is the one that qualifies you as a professional driver.
You are right author, because one (low-skilled) or unqualified means that you do not have acquired knowledge and skills to work in a certain direction of work, field or department. And uneducated means a generally low general culture and more. Your IQ may be high, measured by various tests, but you may not be able to handle, for example, a task that you will be charged with as an Internet technology specialist, which you gave as an example.

They are completely different things. Where I work, everyone has a specific education, in the specialty, and I have something completely different. Without standing out from 8 people, only one can step on my little finger. The rest are for nothing in the literal sense of the word. Let me say that this is again in the IT field. The bad thing is when someone believes that the paper makes him great. Yes but no. How many times have I blushed in front of outsiders for "competent" statements from my colleagues, how many times have I tried to blur the situation, how many times have they asked me after meetings "... but was that serious?" Or "... how do you work with these at all here? ". It's just not true. But the fact is that the ones in question are for very great specialists, for luminaries in the field, and they are round zero. Even a person with a rather low culture and intellect, a little below the average for so many years of work, would do little by little. There, there are no such signs. They live in timelessness, they think about the big deal, they crack left and right and so on. Pity. But in order to rub the noses of these incompetent staff, I enrolled and 99% earned a master's degree in the specialty, merging them into two semesters.
