For a precise definition, search in a dictionary. I am an employer and for me "low-skilled" is very different from "low-skilled". For me, any citizen who has not completed 10th grade is uneducated. Across the EU, grade 10 is a mandatory measure. 8th grade is also OK, at least the person has a PRIMARY education and can get a book and so on. 70% of Bulgarians have SECONDARY education, which means that a person is already EDUCATED. Qualification has nothing to do with education! Qualification is always related to a certain position, not to education. A certain educational qualification may be a prerequisite of some kind, but it does not automatically make you QUALIFIED. For example, a person can have a master's degree in psychology, which, however, does not make him qualified to work as a cleaner, let's say - cleaning is a difficult job, you want to learn.
