Are There Any Rules?

The Story

I always ask myself that question. And do we have to follow the rules? My friend shared with me a problem of my daily life. I tried to give her some advice, and I felt I was not convinced of my right. She's a schoolteacher in a provincial town. There was a problem child in their school with very bad behavior. The child was moved to school in another city. There also after two-year efforts refuse to deal with this child Back to the original schools. The child behaves unacceptably poorly, does not respect any ethical norms and rules. It's just not amenable to education or training. For him there is no word discipline nor authority of the teacher. His last manifestation was after attempting to brawl with children, when my friend tried to enter a row it was sprayed/straight down/with water from a bottle. She managed to maintain her temper and told the student she deserved a stick, and if she keeps going like this, she won't get away with it. I advised her to make a written complaint and to put the matter before the Director and her colleagues to take measures for the punishment of this student. She replied that it was pointless that this child was troubled and always did what she wanted. The only solution was the coolest thing to do. The child was an orphan and there was no family at all to assume their functions. What should be done in this case? What is the right approach?
