Why Only Europe Does Not Produce Smartphones?

The Story

This is a question that is very strange to me, especially given that smartphones today are one of the most sought after technologies in the world. Japan makes relatively good smartphones from Sony, the United States makes first-class smartphones from Apple, Korea makes, in my opinion, the best smartphones from Samsung are aliens, the communists in China make good smartphones from Lenovo, even measly Taiwan makes good smartphones from NTS. Why only the 500 million EU does not make smartphones, considering itself one of the most developed and rich places in the world. There is a miserable Alcatel from the French who can barely move. Nokia wrapped itself tightly, couldn't handle it and was sold, and Siemens hasn't been dealing with cell phones for 10 years because things didn't work out. True, before they made simple cell phones with a green screen, things went well for them, but as technology has evolved, all other mobile manufacturers in the world have moved forward, and Europeans have collapsed. It turns out that the EU is so dumb that smartphones are too sophisticated technology for it?
