In the course of the reform, the Ministry of Railways is being reformatted into the joint-stock company Russian Railways, which Yakunin headed for 10 years. By 2015, Russian Railways became the third largest employer in the world in terms of freight traffic, being the largest employer in Russia.
fact
Childhood and youth
Vladimir Ivanovich Yakunin was born in 1948 in the Vladimir region. His childhood years were spent on the Estonian coast of the Baltic States, where his father worked as a military pilot. At the age of 14 he moved to Leningrad. Here he received higher education - graduated with a "red" diploma from Voenmekh.
After graduation, he got a job at the State Institute of Applied Chemistry - his diploma was related to the development of ballistic missiles. It was at this time that the information that Yakunin linked his fate with the special services (from his own words, he gave 22 years of his life to work in intelligence) belongs to this time.
Vladimir Yakunin recalled in his memoirs that in Soviet intelligence they saw two main ways of influencing a person: through compromising evidence and through friendship, and he himself always preferred the second approach,
In 1977, Yakunin graduated from the Red Banner Institute of the KGB of the USSR and moved to work in the State Committee of the USSR Council of Ministers for Foreign Economic Relations as a senior engineer. According to Yakunin, this is one of the departments used by Soviet intelligence as an official sign for work abroad. Since 1982, for three years he has been heading the department for work with foreigners at the Leningrad Phystech.
In 1985 he received his first foreign business trip - sent to the Permanent Mission of the USSR to the UN in New York. Yakunin works in the Committee on the Peaceful Uses of Outer Space, and at the same time works for the First Main Directorate of the KGB.
While in the United States, he gradually becomes disillusioned with the infallibility and ideological purity of the Soviet leadership, watching how party bosses fly to New York from time to time, but instead of work they often indulge in entertainment and buy luxury goods at government expense. The Yakunin family returns to the Soviet Union shortly before its collapse in 1991 and sees a completely different country in front of them.
fact
Business
In 1991, Vladimir Yakunin left government service and started his own business projects in St. Petersburg. In particular, he is creating an enterprise for attracting foreign investment "International Center for Business Cooperation" - one of the first platforms in Russia focused on organizing interaction between domestic and foreign companies. For work, Yakunin and his partners rented the former House of Political Education.
Thanks to the field of activity of the International Center, Yakunin is getting closer to Vladimir Putin, who worked at the St. Petersburg mayor's office in those years and oversaw the city's external economic relations. As Yakunin writes in his memoirs, Putin was distinguished among his colleagues by his ability to keep his word.
Yakunin actively earned money and made intensive use of the economic opportunities that had opened up in the country, including representatives of the current economic and political elite in his activities. At the same time, the businesses were absolutely diversified. For example, with brothers Fursenko and Yuri Kovalchuk, he created the Temp company, which produced filters for water purification. With the same Kovalchuk, Yakunin later created the Rossiya bank.
In 1996, together with Vladimir Putin, Yuri Kovalchuk, Sergey and Andrey Fursenko, and three other businessmen, he created the dacha cooperative "Lake". As Yakunin noted in an interview with MK, the territory was bought from squatters and landscaped.
Yakunin's house and the dachas of his co-op comrades were built of wood, some had access to a reservoir. The area of the dacha, according to the recollections, was approximately 240 square meters.

New types of trains were launched: "Swallows" - daytime express trains connecting neighboring regions, "Strizhi" - double-deck trains. Aeroexpress appeared in Moscow. Russian Railways started selling tickets online.
Russian Railways took an active part in creating the railway infrastructure of the Ust-Luga port, one of the largest transport projects implemented in Russia over the past decades. A large port was built on bare land, which today is the country's main trade gateway in the northwest and allows you to avoid paying transit duties for using the ports of the Baltic countries.
Under Yakunin, Russian Railways underwent a rebranding - shades of red and gray replaced the blue corporate identity and green trains.

A contract was signed for the reconstruction of railways in Serbia.
In 2012 V.I. Yakunin was elected chairman of the International Union of Railways.
In 2014, Yakunin was awarded the rank of Ambassador Extraordinary and Plenipotentiary.
After leaving Russian Railways in 2015, Yakunin turned down the opportunity to become a senator from the Kaliningrad region, since he chose for himself activities in the field of international relations.
For many years, including being the head of Russian Railways, Yakunin called it his task to establish an equal dialogue between countries and civilizations, in particular, reconciliation between Russia and the West. To this end, he created and headed the "Dialogue of Civilizations" Foundation, which annually holds a political forum in Rhodes, where Russian and Western political scientists gather.
Since 2016, the Research Institute "Dialogue of Civilizations" has been operating in Berlin under the leadership of Vladimir Yakunin.

In August 2018, Yakunin was accused of preparing for emigration, having noticed him at the German consulate while receiving a visa giving him the right to live and work in Germany. Yakunin's representative Grigory Levchenko noted that there is nothing unusual in obtaining a work visa for the country where the main office of the Dialogue of Civilizations is located - without this it is impossible to legally manage the institute.
