Vladimir Vladimirovich Sipyagin was born in Kharkov on February 18, 1970. His father was a military man. The family moved frequently and ended up in Ukraine on duty. When the future politician was 2 months old, the Sipyagins moved to the Vladimir region and settled there. The governor himself considers himself a native of the region, since all his male ancestors come from the Sudogodsky district (the politician's mother is from the Ivanovo region).

Sipyagin studied at school in Vyazniki. After completing his secondary education and serving in the army, he moved to Vladimir.
