Zubkov happened to work as chairman of the Priozersk city executive committee, first secretary of the Priozersk city committee of the Communist Party of the Soviet Union, head of the agriculture and food industry and the agrarian department of the regional committee of the CPSU, first deputy chairman of the Leningrad regional executive committee.

In the 90s, power began to change. Zubkov resigned from his post and turned for help to the chairman of the committee for external relations of the St. Petersburg mayor's office, Vladimir Putin. He offered him the place of his deputy.
