Viktor Petrovich Tomenko was born on May 12, 1971 in Norilsk. His parents, Peter Vasilyevich Tomenko and Tatyana Pavlovna Melchenko, have nothing to do with politics: his father worked at a mining plant, and his mother devoted herself to teaching.

Elena Pronina, an employee of the Nadezhdinsky Metallurgical Plant, told in an interview about how the Krasnoyarsk man was in childhood. In 1977, 6-year-old Victor was resting at the Taiga Paths pioneer camp, where Elena worked as a counselor. According to her recollections, he was a cheerful, inquisitive child. Viktor was nominated to the post of head of the region by the United Russia party. In August, he presented the final version of the electoral program, in the discussion of which more than 15 thousand people participated - from experts to ordinary residents. In total, the program reflected 12 directions of development.

On September 9, Tomenko was elected governor of the Altai Territory. He got 53.61% of the vote. The newly elected head of the region thanked the voters for their trust and support, noting that this year the turnout increased by 3%.
