Valentina Ivanovna was born on April 7, 1949 in the Ukrainian village of Shepetovka, in the family of the front-line soldier Ivan Yakovlevich and theatrical costume designer Antonina Kondratyevna Tyunin. By nationality, she is half Ukrainian.

Valentina Ivanovna went through a thorny path from an ordinary member of the Communist Party to the secretary of the Leningrad Regional Committee of the Komsomol.
