Childhood and youth


Sergei was born on March 2, 1952 in the Chinese city of Port Arthur into the family of a Soviet naval officer and a psychiatric doctor. In 1955, my father was transferred from a military base in the Pacific to Leningrad.

After graduating from secondary school in 1969, Sergei entered the Higher Political School of the USSR Ministry of Internal Affairs.
