That is exactly the meaning. Whatever it's nice to see - beautiful women, expensive cars, big houses, delicious food. Your eye will never be saturated and will always want more. It's the same thing with money. It's never "enough", even if you've reached a million. You think that if you have a million it will be enough for you, but if you reach it you will be greedy for more.
