It was after having abandoned his history studies at the University of Lisbon that Pedro Costa decided to become a film technician. He enrolled in the editing and directing course of Escola Superior de Cinema (the School of Cinema of the National Conservatory of Lisbon), courses taught by the Portuguese actor Antonio Reis. He then worked as assistant director on several national films, and in 1987 launched into the production of his first short film, Cartas a Julia, soon followed by the production of a children's series for Portuguese television. Very influenced by Friedrich-Wilhelm Murnau, in 1989 he wrote his first feature film, Le Sang, a critically acclaimed drama that did not quite satisfy this renowned filmmaker.

La Maison de Lava in 1994 confirms the talent of this Portuguese director in the eyes of film professionals, who then reveals the characteristics of his work: an aestheticism that borders on mannerism, varied and very elaborate blacks and whites, recurring themes such as than the sordid and the filthy, but a certain tendency to sublimate them. His taste for blood and cold violence is found in Ossos (1997), his third feature film, which deals with unhappy childhood. Critics see in his style a return to the original cinema, a legacy of silent cinema. The film will be awarded notably in Venice and Belfort.

In 2000, he wrote In Vanda's room, a documentary that tends towards fiction telling the real downfall of a drug addict. Costa's aestheticism transforms this dark story into a filmic poem, where part of the critic sees a form of indulgence for the morbid and murky when the other cries out for the sublime.
