Pavel Gubarev is perhaps one of the most controversial modern politicians. After graduating from the university, Pavel Gubarev entered the Donetsk Academy of Management (2007-2008), and then moved to Kharkov, where he continued his studies in the specialty "Public Administration" at the National Academy.

After a while, an idea appeared to try his own hand at business, and Pavel Gubarev opened an advertising agency. The company, named Patison, was in the business of reselling advertising space as well as airtime on various sites. In addition, Gubarev developed pre-election actions and campaigns for regional politicians and public figures of a higher level. Pavel Gubarev's political biography began with membership in a public organization called "Russian National Unity". Over time, more and more like-minded people gathered around the figure of Pavel Gubarev, and after a while Gubarev began to urge people to take active action against the leadership of the Donetsk region, as well as the newly proclaimed Ukrainian government. In particular, he organized mass protests.

Pavel Gubarev also drew up an ultimatum of the people's militia, in which he demanded, in particular, to deny legitimacy to the Verkhovna Rada, to recognize the Donetsk city council as the only body of state power and to withdraw funds from the city treasury, transferring control over them to the city council. Then, in March 2014, Gubarev was elected the so-called “people's governor” of Donbass.

The ultimatum, read out by the deputy of the city administration, was ignored by the latter, so Pavel Gubarev decided to seize the building. The protesters, led by Paul, literally drove the servants of the people out of their offices and settled in the building. Three days later, the local treasury was seized in a similar way.

Such actions could not be ignored by law enforcement agencies and the new government of Ukraine. On March 6, Gubarev was arrested on charges of seizing state buildings, encroaching on the country's territorial integrity and forcibly overthrowing the current government. When Paul's supporters learned about the incident, they organized several rallies demanding the release of their ideological leader. Rumors also began to spread that Gubarev was being tortured and beaten.

Pavel was released only in May 2014, when he, together with activists Sergei Zlobin and Igor Perepechaenko, were exchanged for three Alpha fighters taken prisoner by the Donetsk military. However, the misadventures of Pavel Gubarev did not end there.

In early June, the politician's office was fired upon, and a few days later, information appeared that Gubarev was wanted by the law enforcement agencies of official Ukraine. In October of the same year, unknown assailants fired on Pavel's car. The activist and politician was not seriously injured.

In early 2015, Pavel was kidnapped by Chechens, who were outraged by Gubarev's accusations against Ramzan Kadyrov, the head of the republic. After some time, the politician was released. In 2017, the SBU launched an investigation into the case of Gubarev, who is still accused of calling for the overthrow of state power, the creation of a terrorist organization and the creation of unsanctioned rallies and public unrest.
