The first head of the Lugansk People's Republic, Igor Plotnitsky, is an ambiguous figure. Igor Venediktovich Plotnitsky hails from the village of Kelmentsy, Chernivtsi region, Ukrainian SSR. Born in the summer of 1964 in the family of Venedikt Petrovich and Olga Anatolyevna. Father worked as a mechanic, mother - as a cleaner. Parents did not live well. Igor grew up with his younger brother Mikhail.
In those years, no one knew how sadly the life of Igor Plotnitsky's parents would end. In the summer of 2014, at the height of the armed conflict in the Luhansk region, pensioners Plotnitskiy left their home and left their native village for Russia.
The couple settled in the Podgornoye microdistrict in Voronezh. According to news sites, in the fall of 2016, the couple died at the Sklifosovsky Institute of Emergency Medicine in Moscow. The official cause of death is poisoning.

Part of the Ukrainian media ascribes to Plotnitsky planning and organizing the missile attack in July 2014. The servicemen of Zelenopolye came under a rocket attack. As a result, according to some sources, 19 servicemen were killed, dozens were injured, according to others, more than 200 people were killed.
In the summer of the same year, the Ukrainian print media and on the Internet appeared accusations of Plotnitsky in the abduction of the navigator of the Mi-24 helicopter Nadezhda Savchenko, who played a role in the death of two Russian journalists. They wrote that the Minister of Defense personally took the military pilot to Russia and handed him over to the authorities. The prosecutor's office of Ukraine issued a formal charge.
However, according to the Russian IC, Savchenko crossed the border on her own and was detained as a suspect. In 2015, she was tried. Plotnitsky arrived at the trial. His testimony was expected by all observers of the process, but he gave them in "closed mode". After her release, Savchenko turned to politics, and the parties met in Belarus to negotiate a prisoner exchange.
In the fall of 2014, Igor Venediktovich was elected head of the LPR, an official inauguration took place, during which he swore an oath of the Bible. The laws of wartime require clear action, devoid of sentimentality. One of the first decrees of the new leader, immediately after taking office, was to provide for orphans, whose parents died during the hostilities in the Luhansk Republic.
Another step of the chapter was an open letter to the President of Ukraine Petro Poroshenko, in which he challenged his opponent to a duel. It followed from the letter that the winner would be able to set his conditions, and the loser was obliged to accept them. In the letter, he voiced his demands as a result of the victory.
These include the cessation of hostilities, the withdrawal of armed formations from the Luhansk and Donetsk regions, and the conclusion of peace with them. The letter was published on the official website of the Lugansk People's Republic. In 2015, the Security Service of Ukraine conducted a special investigation against the leader of the LPR. He was suspected of a number of crimes, including kidnapping and terrorism.
In the same year, the heads of the two self-proclaimed republics - Luhansk and Donetsk - Igor Plotnitsky and Alexander Zakharchenko at the summit in the capital of Belarus signed the second Minsk agreement. The need for it arose due to the resumption of hostilities in the east of Ukraine. The meeting was also attended by representatives of Russia, Ukraine and the Organization for Security and Cooperation in Europe.
In the autumn of the same year, Kiev imposed sanctions on the heads, as well as the leaders of the militia of the LPR and DPR. The possibility of withdrawing capital abroad was blocked for them. Plotnitsky was also included in the US sanctions list.
During the military conflict, 3 attempts were made on Plotnitsky's life. Including in August 2016 in Lugansk there was an explosion of a homemade bomb next to the car in which Igor Veniaminovich was traveling. As a result, the head of the LPR was seriously injured and was taken to a local hospital. While undergoing treatment, the leader of the republic recorded an audio message, in which he confirmed that he was alive and would soon return to work.
