He Likes Another

Hi Girl I'm 16 and I'm in a new class. I like a boy in my class. In the beginning he was still in the company of the boys, but for some time I have noticed that he is constantly with a girl in my class. He always tries to sit either next to her or somewhere near her. After every hour he waits for her to pack up and follows her and talks to her. I have the feeling that she is like,, a puppy, who is constantly after someone (in this case it is this girl). I'm almost sure he likes her, and she has a boyfriend and he knows it (her boyfriend lives abroad). He is always the one who goes to her. I've almost never seen her go talk to him first. When I sit down with them and try to join the conversation, it just doesn't work. He obviously wants to talk to her. I'm quite upset that I'm trying to get to know him and he's not trying to get to know me. When we talk, I always start conversations that don't last very long. I just don't know what to tell him. I think that if he gets to know me, he might like me. My questions are: 1. Do you think I have a chance with the boy? 2. How to start a conversation so that he wants to get to know me or at least understand a little more about me and find me interesting. This is one of the problems, because I can never catch it alone.
