Biography
Georgy Poltavchenko is the ex-governor of St. Petersburg, who held the post for 2 terms and left a controversial opinion about himself. On the one hand, he opened new metro stations, on the other, he tried to hang a memorial plaque in memory of Karl Mannerheim in the city that survived the blockade and called the townspeople "goons".
fact
Childhood and youth
Georgy Sergeevich Poltavchenko was born in Baku on February 24, 1953. The father of the future governor was an officer in the navy, his mother was a native of Leningrad, who buried her mother, father, grandmother and older brother during the war. When the boy was 7 years old, the family moved to Leningrad - because of Khrushchev's reduction in the number of military personnel, his father decided to leave the army.
In the city of Poltavchenko, they lived in a communal apartment, but the family, by Soviet standards, was in a good position. Sergei Poltavchenko in the 1970s worked as the director of the river port, later became the secretary of the party committee. Mother was in charge of the Aeroflot ticket offices.
Until the 8th grade, Georgy studied at school №210 on Nevsky Prospekt, then moved to the physics and mathematics school №211, one of the oldest in the city.
In 1970, after graduation, Poltavchenko entered LIAP, from which he graduated in 1976 with a degree in mechanical engineer of aerospace medicine devices. In his student years, within the framework of the 3rd labor semester, the young man even managed to take part in the construction of the Kama Automobile Plant, which later began to produce the famous KAMAZ.
fact
Career
After graduating from the institute, Georgy was assigned to work as an engineer at the Scientific and Production Association "Leninets". In 1978, after Poltavchenko received the position of instructor of the Komsomol of the Nevsky District Committee, the KGB became interested in him as a staff. For a year the man studied at the higher courses of the State Security Committee in Minsk, and in 1980 he came to Moscow to ensure, among others, the safety of the Olympic Games. In 1984, the man completed his education by graduating from a financial college.
In the organs of Poltavchenko he served until 1992. During this period of his biography, the man managed to work in ensuring the security of the Pulkovo airport and personally met Vladimir Putin, who at that time was also a KGB officer. The future governor completed his work in state security as head of the Vyborg city department of the Ministry of Security.
In 1993, after completing his career in the authorities, Georgy Sergeevich became the head of the FSNP department. While working in the tax service, he rose to the rank of colonel general. During this period, Poltavchenko organized a service for the supervision of alcohol circulation
fact
Policy
Georgy Sergeevich became a deputy of the Leningrad Regional Council while serving in the KGB, in 1990. In 1998, he was a candidate for the legislative assembly of St. Petersburg in the 43rd electoral district, but he lost the elections in the first round.
In 1999, Russian President Boris Yeltsin made Poltavchenko his plenipotentiary in the Leningrad region, but for a long time the politician did not work in this post. Already on May 18, 2002, the new President Vladimir Putin appointed Georgy Sergeevich Plenipotentiary Representative in the Central Federal District. There is an opinion that Poltavchenko got the position thanks to his experience in the tax police.
Soon after the appointment, the man had to deal with a scandal in the area under his jurisdiction. Alexander Mikhailov, the newly elected head of the Kursk region administration, allowed himself an openly anti-Semitic statement about Alexander Rutskoy. After public outrage, Poltavchenko was forced to hold a press conference and publicly condemn Mikhailov, as a result of which he was forced to apologize to Rutskoi. In May 2000, the man entered the Security Council of the Russian Federation.
During the work of Georgy Sergeevich as the presidential envoy to the Central Federal District, the influence of the Communist Party of the Russian Federation has significantly dropped in the district, and politicians who are more loyal to the official government have replaced the members of the Communist Party in the posts of governors.
After Dmitry Medvedev was elected president, Poltavchenko retained his post. There were rumors that after Yuri Luzhkov left the post of mayor of Moscow, Georgy Sergeevich would take his place, but they were not confirmed, and Sergei Sobyanin received the post.
Soon after that, on August 22, 2011, Valentina Matvienko resigned, and Medvedev appointed Poltavchenko as Acting Governor of St. Petersburg. His candidacy was nominated by the United Russia party, despite the fact that Georgy Sergeevich was not a member. On August 31, the politician was approved as governor, and later the president removed him from the post of plenipotentiary in the Central Federal District.
fact
Governor of St. Petersburg
During his tenure as governor, Poltavchenko repeatedly caused an ambiguous reaction from the townspeople by his actions and decisions. Taking office, he canceled the projects started under Matvienko: the construction of the Novo-Admiralteisky Bridge, the "Ground Express" at Pulkovo, the Orlovsky tunnel under the Neva.
In 2012, the governor angered the tolerant stratum of society and supporters of the LGBT movement by signing the law “On Administrative Offenses in St. Petersburg”. Among other things, it indicated a ban on the promotion of homosexuality and pedophilia, but it did not contain clear instructions on what could be considered a manifestation of this very propaganda.
The next scandal was the consequences of the passage through the city of the motorcade of Russian Prime Minister Dmitry Medvedev. Petersburgers were dissatisfied with the resulting traffic jams and “accompanied” the trip with numerous signals from car horns. The governor in an interview with 100 TV channel sharply commented on the incident, accusing the townspeople of “redneck” and saying that he was ashamed of them.
The townspeople were outraged by this attitude, and a member of the Federation Council Vadim Tyulpanov in his Twitter account called on Poltavchenko to apologize to the people. There was no apology, and only Georgy Sergeevich's press secretary answered Tyulpanov, specifying the governor's statement - he said that Poltavchenko called "rednecks" only those who signaled and showed obscene gestures to the motorcade.
In response, Zenit fans sang the phrase “The Governor is a redneck” for several minutes while the team played with “Kuban” during the team's game with “Kuban”, after which they recalled Poltavchenko and the scandalous long-term construction of the St. Petersburg stadium, chanting “Sell a dacha - build a stadium ".
In 2014, Georgy Sergeevich won the election for the post of governor of the city, however, St. Petersburg residents had no alternative as such - the main opponent of Poltavchenko, Oksana Dmitrieva, did not pass the municipal filter.
In 2015, a memorial plaque to Karl Gustav Emil Mannerheim was planned to be installed in St. Petersburg. The idea aroused the outrage of the townspeople due to Mannerheim's involvement in the blockade of Leningrad, and the plaque was never installed. The second attempt was made in 2016, but due to lawsuits and regular vandalism against the board, it was removed after 5 months.
In 2016, Poltavchenko decided to name the bridge over the Duderhof Canal after Akhmat Kadyrov. In protest, 4 members of the toponymic commission resigned from its membership. The Yabloko party tried to apply for a referendum on this issue, but it was initially rejected twice, and then the discussion of the referendum was excluded from the agenda.
Another controversial decision of the governor was the transfer of one of the city's main attractions, St. Isaac's Cathedral, to the Russian Orthodox Church. In response, legal proceedings were initiated and the transfer process was frozen.
Poltavchenko's unequivocal achievement as governor was the construction of 5 stations of the St. Petersburg metro. The metro in the northern capital is being built at a slower pace than the Moscow one, and requires large investments.
fact
Personal life
The future politician met his wife Ekaterina in his youth, during his student days. The wife is a Muscovite, a graduate of the Institute of Culture, translator and art critic. For some time she worked in the police, left the service as a senior lieutenant. Georgy Poltavchenko does not advertise his personal life, so there are very few photos of the ex-governor's wife on the Web.
In 1985, his son Alexei was born, who, after graduating from gymnasium No. 631, left for Moscow and entered the Moscow State Law Academy. In 2014, Poltavchenko Jr. became a millionaire, being a co-owner of two large companies. The shares of the son of Georgy Sergeevich in them amounted to 4.2 billion rubles.
Poltavchenko is known for his deep religiosity. He not only adheres to Orthodox posts and attends services - during the period of his governorship in St. Petersburg, the maximum number of churches in the recent history of the city was built. In addition, in 2002 Georgy Sergeevich became a member of the Board of Trustees for the revival of the Valaam Monastery.
According to the data for 2017, the declared income of Poltavchenko is about 5.5 million rubles.
fact
Georgy Poltavchenko now
On October 3, 2018, Vladimir Putin dismissed Georgy Sergeevich from the governor's post.
The reason for the dismissal was the transfer of the politician to another job: Poltavchenko received an offer to become the head of the board of directors of the United Shipbuilding Company.
Alexander Beglov was appointed Acting Governor of St. Petersburg.
