Can I Have Muscles If I Am Skinny?

The Story

I am writing here because I hope for advice from experts, so if you do not understand fitness, you better not write! So I soon turned 13, 164 cm, I am 46 kg and I am skinny. I really want bigger muscles because there is a boy in the class who is one of my best friends, who is very well shaped and when I look at him I want to have bigger biceps. My question is this: As I am skinny now, if I start training will it have an effect or do I have to gain some weight first and then start training?
