Bavaria is by no means the most preferred "of all people". Bavaria is great for Bavarians, not foreigners.

It is not even preferred at all - neither by locals nor by foreigners. I personally prefer it for vacation, but I would not go to live there. I'm very good in Rhineland-Palatinate. There, real estate is at space prices. And not only this.
