Alexey Ulyukaev is one of the once important political figures in modern Russia. He was an associate of Yegor Gaidar and an advisor to the Yeltsin government. Under Vladimir Putin, he held the posts of Deputy Minister of Finance and Deputy Chairman of the Board of the Central Bank, then moved to the chair of Minister of Economic Development. In 2016, Alexei Ulyukaev found himself at the center of a bribery scandal and became the first Russian federal minister to be jailed under corruption charges.

Childhood and youth

Alexey Valentinovich Ulyukaev was born on March 23, 1956 in the Russian capital in the family of Valentin Khusainovich, professor of the Moscow Institute of Land Management Engineers. His ancestral roots come from the Ulyanovsk region of the Starokulatkinsky district, 95% of whose inhabitants are Tatars, which left no questions about the nationality of the financier.

The early years of the biography of the future Minister of Finance of Russia passed, like many children in Soviet times: he did not particularly show desires and aspirations for study, preferring the courtyard company to the sciences taught at school.

Therefore, by graduation from the educational institution, Alexei was able to receive an average certificate, the grades in which did not allow him to enter Moscow State University the first time. The next year, Ulyukaev nevertheless became a student at the Faculty of Economics at Moscow State University, where he proved himself to be one of the best students with high academic performance.

In 1979, after graduating from Moscow State University, Aleksey Valentinovich went to graduate school and already in 1983 defended his Ph.D. thesis, receiving the degree of candidate of economic sciences.

Even before graduating from graduate school, Ulyukaev began teaching at MISS, where he was initially taken as an assistant in the Department of Political Economy, and then transferred to the post of associate professor. In 1988, the future "economic brain" of the government graduated from the French University of Pierre Mendes-France, receiving a doctorate in economics.

Aleksey Ulyukaev's political interest in the country's economy arose back in the distant 80s, when he met reformers Yegor Gaidar and Anatoly Chubais at economic seminars. In 1991, after the collapse of the USSR, Ulyukaev was appointed economic adviser to the new Russian government, while working as a political columnist for the Moscow News newspaper.

Two years later, in the midst of the revival of the new economic system of the Russian Federation, he was appointed an adviser to the country's vice-premier, participated in the implementation of Gaidar's reforms, which later received the name "shock therapy". In 1994, after Gaidar's resignation, Aleksey Ulyukayev followed him and became a deputy reformer at the Institute for Problems of the Economy in Transition.

Since 2000, the political career of an economist began to gain momentum - he was appointed to the post of First Deputy Minister of Finance Alexei Kudrin, where he oversaw the monetary policy and financing of the country's security forces. At the same time, Alexei Ulyukaev did not give up teaching and was promoted to professor at the Department of General Economics at the Moscow Institute of Physics and Technology.

In 2004, Aleksey Valentinovich was transferred to the Central Bank of Russia, where he took the post of First Deputy Chairman of the legal successor of the State Bank of the USSR. Here, in addition to his main responsibilities, he took on the role of speaker, constantly appearing in the press and on TV screens with public statements regarding the policy of the Central Bank.

In 2008, the official was appointed chairman of the Moscow Interbank Currency Exchange. For his high professionalism in 2013, Ulyukayev was predicted to be the head of the Central Bank, but Russian President Vladimir Putin recommended Elvira Nabiullina for this position. But the merits of Alexei Valentinovich did not go unnoticed - he headed the Ministry of Economic Development of the Russian Federation.

Arrest and trial

A scandalous incident occurred in 2006, when the future Minister of Economic Development delayed the Moscow-Sochi flight due to the fact that his wife did not have enough space in business class. Then he had a fight with the commander of the aircraft, but in the end, together with his wife, he got on the personal plane of German Gref, in whose company he went to the resort town.

On the night of November 15, 2016, a scandal of an all-Russian scale erupted. With a difference of less than an hour, two messages were published on the official website of the MIA "Russia Today". The first belonged to the press secretary of the President of the Russian Federation Dmitry Peskov and reported that Alexei Ulyukaev was detained, but the President of the country did not yet know about this event. The source of the second message was the law enforcement agencies, who explained that the politician was monitored for a year.

The day before these official statements, on November 14, Alexei Ulyukaev was detained on suspicion of accepting a bribe on an especially large scale ($ 2 million) for a positive assessment issued by the Ministry of Economic Development, which allowed Rosneft to complete a deal to acquire a state block of shares in PJSC ANK "Bashneft". In addition, there were rumors that Ulyukaev was accused not of receiving a bribe, but of extortion, as well as of threats against representatives of Rosneft.

Alexey Ulyukaev is being held in a three-bed cell of the Kremlin Central detention center According to information received ...

On November 15, the Basmanny Court of Moscow released Alexey Ulyukayev from custody. The politician was assigned house arrest for 2 months. And on the same day, after the indictment, President Putin dismissed Ulyukayev from the post of head of the Ministry of Economic Development due to the loss of confidence.

In January 2017, the court extended Alexey Ulyukayev's home detention until April of the same year and seized the property of the ex-minister. In total, he lost the opportunity to dispose of 15 real estate objects and funds worth at least 564 million rubles.

In May 2017, the Ulyukayev case was continued: the former politician was finally charged. But the trial did not start on the scheduled day. The delay in the consideration of the case was caused by the fact that the politician's defense representatives submitted three voluminous motions to the court. Only after a detailed consideration of these appeals, the case went to court. As a result, the process began on 8 August.

The defense of Alexei Ulyukayev voiced a request to return the politician's case to the prosecutor's office, lawyers noted that the indictment contradicted the charges brought against him. On August 16, the Zamoskvoretsky court denied this request to the ex-minister and did not agree with the position of the defenders on the legality of the charges.

The prosecution asked for Ulyukaev's imprisonment for 10 years and a fine of 500 million rubles. The final verdict turned out to be milder: the ex-minister had to spend 8 years in a strict regime colony and pay a fine of 130 million rubles. Alexey executed the second part of the judgment in 2018. In addition, at the end of his term, he is prohibited from holding government posts for 8 years. At the same time, the court retained awards and titles for Ulyukaev.

Such a harsh sentence, with weak evidence of Ulyukayev's guilt, was regarded by the humanitarian organization Transparency International - Russia as a demonstration of the strength of the special services, and not a real fight against corruption. And the failure to appear on the summons of a key witness and the absence of a reaction on the part of the state suggests that "the court in Russia still cannot be considered an unconditionally strong and plenipotentiary branch of government."

Throughout the investigation and debate, the politician did not admit his guilt and declared that the whole thing was a "monstrous provocation":

Personal life

The arrest of the former minister attracted close attention of the press and to the politician's family. The first wife of the ex-minister is economist Tamara Ivanovna Usik, who was 5 years older than her husband. In this marriage, the son Dmitry was born. Yulia Khryapina became the second wife of Alexei Ulyukaev. The woman is 28 years younger, was born in the Crimea, in the village of Frunzensky in the city district of Alushta. Children also appeared in the new family - son Alyosha and daughter Alexander.

Aleksey Ulyukaev, whose property was declared annually due to the state service's debt, was considered one of the wealthiest politicians in the country before his arrest. In 2014, the official's income amounted to 43.5 million rubles, and the wife of the Minister of Economic Development earned just over 8 million.

The head of the Ministry of Economic Development of the Russian Federation owned 15 land plots with a total area of 110,674 sq. m, 3 residential buildings of 1000 sq. m and 3 apartments with an area of 330 sq. The official also owned three cars (Land Rover Range Rover, Lexus RX and VAZ 21214) and a SAZ 82994 caravan. It is not known which of these the family currently owns.

Alexey Ulyukaev now

In June 2018, Alexey Ulyukayev was sent to serve his sentence in the Tver colony. The former official lives in a detachment of 100 people, contrary to rumors, not at all in a VIP-chamber, leads literary and economic circles. Due to his age and state of health (high blood pressure), he is not involved in production, he was appointed a librarian and is paid a salary of 11 thousand rubles.

During the first six months in the colony, Ulyukaev lost a lot of weight, although he tried to keep fit with exercises - there are no conditions for his favorite yoga. Human rights activists observing the conditions of detention in places of detention said that the ex-minister is experiencing emotional pressure, misses his loved ones, and even asked to be imprisoned alone. However, isolation is possible only in exceptional cases, for example, for seriously ill patients.

According to the law, the prisoner is allowed three short-term visits a year, which, according to Ulyukaev, is not enough, there is even competition among relatives who want to see.

In 2019, the media spread the message that Alexei was going to divorce Julia. The rumors were dispelled by the Public Monitoring Commission of Moscow. A spokeswoman for the organization said the family, on the other hand, is helping the former minister cope with the hardships of imprisonment.
